Despite the various advances in the struggle of Indigenous Peoples in Brazil, threats keep advancing with renewed vigor against our rights, dignity, and the protection of our cultures and territories.

We have decided not to die!

We, the Articulation of Indigenous Peoples of Brazil (Apib), created the Indigenous Emergency in 2020 to confront a devastating context of humanitarian, health, and political crisis. 

The COVID-19 pandemic and the anti-Indigenous government of Bolsonaro have forced us to engage in a vigorous mobilization to confront yet another Indigenous genocide.

In 2023, we are resuming ‘Indigenous Emergency’ because it was never ‘just a virus’! Everyday we are forced to confront the racism that is deeply embedded in our society and in the structures of the State.

Invasions, murders, constant threats, criminalization of leaders, violations of our rights… Realities that are an integral part of the colonization and military dictatorship that has never ceased to exist for Indigenous peoples.

The genocidal project against Indigenous Peoples and the usurpation of our ancestral territories endures, placing our lives, cultures, and the very survival of the planet at risk.

Anti-Indigenous legislative bills are concrete evidence of a state-sanctioned/legislated genocide, one that has endured from the European invasion during the colonial period to the civil-military dictatorship and the subsequent democratization.

The imposition of the Marco Temporal Thesis (Time Frame Thesis) demonstrated the quid pro quo among the branches of the republic. Indigenous rights have become a bargaining chip.

Negotiations that involve the Executive, Legislative, and Judicial branches.

There has been a growing engagement in climate-related issues and the advocacy for Indigenous rights within society.

Meanwhile, attacks and assaults against Indigenous Peoples are advancing within all three branches of the Brazilian state.

The increasing financial pressure on Indigenous lands results in a cruel escalation of territorial conflicts, violence, and violations, as well as racism, criminalization, and murders.

That’s why we reiterate it was not just about the COVID-19 virus, and it never was.

Power dynamics

The National Congress remains under the control of legislators backed by the agribusiness sector, determined to undermine and erode Indigenous rights.

The Cattle, Bible, and Bullet Caucuses pose a genuine threat to our lives!

The majority of State and Municipal Governments continue to be conservative and anti-Indigenous.

Brazilian politicians, serving in the National Congress and the Executive, own 96,000 hectares of land overlapping with Indigenous Territories.

The Government has changed, but the threats persist!

The election of President Lula was a collective achievement, but as a government of reconciliation, it reinforced alliances with conservative and anti-Indigenous economic and political sectors.
